Is School Cheaper in Dubai or Abu Dhabi? A First-Year Family Budget

Neither city is automatically cheaper: a Dubai school lists AED 13,822 in known Grade 3 first-year charges, while an Abu Dhabi school lists AED 12,844 before its bus. Missing fees prevent an all-in ranking.

Dubai is not necessarily more expensive than Abu Dhabi for schooling. In 2026–27, The Indian International School in Dubai lists AED 13,822 in identifiable first-year Grade 3 charges, without its bus and separately purchased supplies. Shining Star in Abu Dhabi lists AED 12,844 for tuition, books and uniform, or AED 17,264 with its published bus price, but its table does not settle every new-admission charge. These are different subsets of a bill, not comparable all-in quotes.

For a family moving this year, two amounts matter: what the entire school year will cost and how much cash you must produce to secure a place and start the first term. Registration money credited against tuition belongs in the second calculation; adding it to the full year's tuition again inflates the first.

What the Grade 3 fee sheets actually establish

These are actual 2026–27 published charges at two Indian-curriculum schools for Grade 3. They do not describe either city's average, school quality or seat availability.

Known charge for Grade 3Dubai: The Indian International School, DSOAbu Dhabi: Shining Star International School
Tuition alone — the directly comparable figureAED 10,347AED 11,560
Other recurring listed itemsAED 1,225 resourcesAED 644 books + AED 640 uniform
Tuition + displayed recurring items — incompleteAED 11,572AED 12,844

Application charge explicitly listedAED 500Unknown from this table
School busUnknown: actual pickup route quotation requiredAED 4,420 published
Other required supplies not covered aboveSeparately priced items; amount unknownOther requirements not established
Known amounts for a new pupilAED 13,822 excluding bus and separately sold suppliesAED 12,844 excluding bus or AED 17,264 with bus; admission charges unknown

The figures come from the Dubai school's official fee sheet and Shining Star's 2026–27 table. Dubai's AED 13,822 = 10,347 tuition + 1,225 resources + 1,750 first-admission facility charge + 500 application. Shining Star's AED 12,844 = 11,560 tuition + 644 books + 640 uniform; adding its 4,420 bus fee makes AED 17,264.

What do the numbers actually say? Dubai is AED 1,213 lower in tuition alone at these two named schools. That is the fair like-for-like tuition finding. The AED 13,822 Dubai first-year subtotal cannot be compared with Abu Dhabi's AED 12,844 recurring subtotal as if both included admission charges, the same supplies and transport. Nor can you safely rank AED 13,822 against AED 17,264: Dubai's bus is still missing, and Abu Dhabi's admission charges are not established. For a returning child, Dubai's one-off admission amounts may not recur. The missing items—not the arithmetic—decide whether the complete family quote changes the result.

What a two-child bill looks like at one actual school

Consider a family enrolling one Grade 3 child and one Grade 7 child at Shining Star for 2026–27. The school's published Grade 7 row is AED 14,840 tuition + AED 798 books + AED 578 uniform = AED 16,216 before transport; bus is AED 4,420 for that child. Grade 3, as shown above, is AED 12,844 before transport.

The two-child baseline is AED 29,060 for tuition, books and uniform (12,844 + 16,216), or AED 37,900 with both buses (29,060 + 2 × 4,420), before discounts. Shining Star advertises 7% off the second child's tuition only, not off transport, books or uniform.

If the school identifies this as the second childTuition discountTwo-child subtotal with both buses
Grade 3 pupil: 7% × AED 11,560AED 809.20AED 37,090.80
Grade 7 pupil: 7% × AED 14,840AED 1,038.80AED 36,861.20

These are conditional arithmetic outcomes, not confirmed offers. The school must specify which child counts as second, whether the sibling scheme applies and whether any other discount conditions change the calculation. Meals, optional clubs and admission charges absent from the table are still extra. School fees and 7% sibling policy.

A second example: the school tier can outweigh the city

For British-curriculum Year 1, compare these different schools, not generic city prices:

2026–27 published itemDubai: Brighton CollegeAbu Dhabi: Ajyal International School (MBZ)
Published tuition payable for Year 1AED 74,445 after the school's stated discountAED 27,117 after its stated discount
School busRoute-specific amount not verified from a readable current official documentAED 5,000
Tuition + bus status (not comparable all-in totals)Tuition AED 74,445; bus amount still unknownAED 32,117 for tuition + listed bus
Other named costs not included aboveUniform, meals, activities, application chargeUniform, meals, activities
Books/resourcesConfirm scope of any separate suppliesSchool states books/resources are included

Brighton's 2026–27 published schedule establishes AED 74,445 Year 1 tuition but does not quote a usable bus price; Ajyal's schedule establishes AED 27,117 tuition, AED 5,000 transport and included books/resources. Brighton's tuition alone exceeds Ajyal's tuition by AED 47,328. Ajyal's AED 32,117 tuition-plus-bus is not directly comparable with Brighton's tuition-only number, and neither is a citywide average. Different facilities, provision, admission availability, grades and bus eligibility matter. Discounts may change in another academic year.

If a family has two children, neither single-child figure is a household quote. Add the correct fee for each child's actual year group. Subtract a sibling discount only after the school confirms which child and charge it covers; never apply a vague 'family discount' to both full bills.

What belongs in a real first-year family total?

Think in three layers rather than one vague 'school fee':

LayerWhat to put in itHow to avoid a costly mistake
Education required for this childPublished tuition, mandatory resource charges, required books, uniform, digital learning items and any actual grade-specific exam chargesA low tuition figure can exclude materials; do not assume the school sells every required item
Services your family will useSchool bus for your actual pickup area or a realistically costed parent commute, meals, clubs, care outside school hours and planned tripsIf no bus serves the chosen address, the quoted bus price cannot solve the daily journey
First-year and cash-timing itemsApplication/assessment, any genuine additional first-admission or facility fee, term instalments, and a deposit that will be credited toward tuitionTrack deposits as cash paid early, but deduct them from later tuition invoices, not add them twice to yearly expense

For scale, a purely hypothetical household expecting AED 2,000 of meals/clubs per child per school year would add AED 4,000 for two children. AED 2,000 is an illustration, not a published Dubai or Abu Dhabi tariff. The four-school tables above, by contrast, show named schools' real published fees for 2026–27. Do not replace a school's optional service quotation with that hypothetical amount.

The larger choice may be your home address. A cheaper school far from home can mean paid transport, longer daily travel and less flexibility when a child is ill or activities finish late. Include housing and the journey separately in your family decision, without pretending one school bus fee equals your entire living-cost difference. See the Dubai and Abu Dhabi living-cost guide and, if renting in Dubai, the move-in cash guide.

What you pay before school starts is different

Dubai. The Knowledge and Human Development Authority (KHDA) publishes a School Fees Fact Sheet for each school, distinguishing tuition, mandatory fees, supplies and optional services. The Indian International School's published 2026–27 schedule explicitly lists an AED 500 new-student application fee, but it does not give us a new-student deposit amount in that table. If your selected school charges an enrolment deposit credited toward tuition, it is early cash, not another full year's tuition. Dubai's current registration and refund terms are governed by the applicable KHDA policy and your written enrolment terms; do not assume that every fee is refundable or use Abu Dhabi's deadline as if it applied here.

Abu Dhabi. The Abu Dhabi Department of Education and Knowledge (ADEK) School Fees Policy, version 1.1 requires schools to publish approved fees and payment schedules. It allows registration fees up to 5% of ADEK-approved tuition, collected only for enrolled students and deducted from final tuition; the general policy calls for three or more equal tuition instalments during the academic year. Both Shining Star and Ajyal publish payment schedules differing from that general equal-instalment wording. For a new student, a full registration-fee refund applies when parents provide written notice two weeks before the new academic year starts, under policy section 5.1.1(b). The policy also addresses transport fees for unused bus service. These rules are not interchangeable with Dubai's.

Ajyal's first-term cash bill is more useful than its annual headline. The Year 1 schedule shows AED 1,000 registration payment + AED 9,847 Term 1 balance = AED 10,847 needed by the first-term deadline, potentially on separate dates. If the family chooses to pay the published AED 5,000 annual school bus in full up front, the starting cash requirement becomes AED 15,847, before uniform and other extras. Two subsequent tuition payments of AED 8,135 each give 1,000 + 9,847 + 8,135 + 8,135 = AED 27,117 for annual tuition. The registration amount is credited, not charged a second time. Ajyal allows termly bus payments but does not give their split in this table. Ajyal's published schedule.

Payment plans need clarification at both Abu Dhabi schools. ADEK's general rule calls for at least three equal tuition instalments. Yet Shining Star's published Grade 3 amounts are AED 3,468 / 3,468 / 4,624 (30% / 30% / 40% of AED 11,560), while Ajyal publishes a AED 1,000 registration payment followed by AED 9,847 / 8,135 / 8,135 in term payments. Neither public schedule explains this apparent difference. It is not proof of a violation or an authorised exception. Parents paying by instalments should obtain the school's current ADEK-approved payment schedule and due dates. Shining Star · Ajyal.

In Dubai, Brighton's school schedule shows a much higher AED 29,778 first-term tuition instalment for Year 1, before any other agreed charges. Cash needed in August or September can therefore be dramatically different even before yearly costs are considered.

Timing, documents and the safer fallback

Dubai's KHDA parent enrolment guidance distinguishes the September–June academic year from the April–March calendars used by Indian, Pakistani and Japanese curriculum schools. Do not compare two fee sheets without matching the academic year and grade progression, particularly if you arrive mid-year. A school may need identity, prior-school and medical records, an interview or an assessment; Dubai's government admission guidance describes these as parts of the process rather than guaranteeing admission.

The quality comparison is not simply price. Dubai's KHDA directory shows curriculum, school inspection outcomes and each grade's fee sheet; Abu Dhabi's ADEK Irtiqaa inspection framework assesses student outcomes, teaching, curriculum, safeguarding and management. An excellent price with no space in the required grade, unsuitable learning support or an impossible school run is not an affordable solution.

If your preferred school is full, or a quoted bus route does not cover your home, do not pay a nonrefundable moving or housing commitment on the assumption that a school place will appear. Keep a second suitable school near the likely home, ask for an itemised offer and current route availability, and only then align the lease and school dates.

The decision to make now: shortlist two named schools in each feasible neighbourhood. For each child, use the regulator/school's 2026–27 grade-specific fee sheet to write one annual education total, one transport-and-activities total, and one first-term cash-due figure. Ask schools only for the genuine missing variables—place availability, your pickup zone, applicable discounts and an itemised admission offer. The published examples above already show why neither emirate can be declared cheaper in isolation.
