Dubai Rental Move-In Costs: Registration and Utilities (Ejari, DEWA)

After signing a Dubai lease: register Ejari, activate DEWA, arrange cooling. A standard apartment's Ejari + DEWA setup starts at AED 2,332.75 via the digital route; rent and other fees are extra.

Once your Dubai tenancy contract is signed, the usual order is Ejari registration → DEWA electricity and water → any separate cooling account → key handover. For a typical apartment with a small DEWA meter, the official Ejari digital registration (AED 177.75) + refundable DEWA deposit (AED 2,000) + DEWA activation (AED 155) add up to AED 2,332.75 upfront, before rent, a landlord's deposit, broker fees or separate cooling charges. If you use an authorised Ejari trustee centre instead, the same example becomes AED 2,375.

These are the published 28 October 2026 channel charges for a particular setup, not the complete cost of renting any Dubai apartment. Your lease decides the rent instalments and landlord deposit; your building determines whether you have a separate cooling provider. Here's what changes the total and when you actually pay.

Your first four steps, in the right order

WhenWhat happensMoney or document to expect
Lease agreedVerify the property, authorised landlord/agent, unit number, payee, start date and handover obligations.Signed tenancy contract; rent instalment and landlord deposit as separately agreed.
Ejari registrationRegister the Dubai lease with the Dubai Land Department (DLD) through an eligible authorised channel. Ejari is the official rental registration, not the utility account.AED 177.75 via DLD's specified digital channel, or AED 220 through the listed trustee-centre route; receive the e-Contract Registration Certificate.
DEWA connectionIn the ordinary Ejari-integrated route, Dubai Electricity and Water Authority (DEWA) sends your account number and deposit-payment link after Ejari is issued. Paying lets the electricity and water connection proceed.AED 2,000 refundable deposit for a flat, or AED 4,000 for a villa, plus relevant activation charges; small-meter standard AED 155.
Cooling and handoverConfirm whether cooling is included in rent, landlord-paid or requires your own separate district-cooling account. Arrange it with the actual provider; photograph the unit at handover.Building/provider-specific cooling deposit/activation if applicable; keys, meter readings and dated condition record.

The significant practical distinction: DEWA water/electricity activation does not establish who pays for district cooling, and a signed lease does not, by itself, prove Ejari registration. DLD's Ejari service issues a registration certificate; DEWA's move-in page explains the integration.

What will you actually pay before getting the keys?

The following is a worked calculation using published government charges for a standard small-meter rental, not a full typical Dubai renter budget.

Assumptions: a residential rental in the ordinary Ejari route; standard small-meter connection; no concession/discount; no separate district-cooling account or other additional provider charge in this calculation. Large meters have different activation charges, and the exact checkout invoice controls. DEWA's published small-meter breakdown is AED 125 connection + AED 10 registration + AED 10 knowledge + AED 10 innovation = AED 155. DEWA official move-in fees.

The table deliberately does not pretend to know the landlord's security deposit, first rent instalment, broker commission, moving company, internet, parking, furniture or cooling fees. Those belong on top of it, according to the specific property.

For example, if a tenant's hypothetical contract requires AED 6,000 first rent instalment and AED 3,000 landlord deposit, the digital-Ejari apartment would need AED 2,332.75 + AED 6,000 + AED 3,000 = AED 11,332.75, before any agent, cooling or moving bill. The AED 6,000 and AED 3,000 are invented illustration amounts, not official fee standards. DEWA's refundable deposit and the landlord's contractual deposit are two different deposits.

Ejari first: what the owner and tenant each do

DLD offers multiple authorised registration routes. At a qualifying trustee centre, the applicant can be the tenant or an officially authorised representative; the landlord must be the owner or properly authorised representative. If the property is managed by a company with Ejari access, the registration route may be through that company rather than a walk-in trustee. You receive an official electronic contract registration certificate, not merely a payment receipt. DLD's channel terms set out these distinctions.

For eligible individual landlords and tenants using Dubai Now, DLD describes a digital sequence: the owner creates and signs, the tenant reviews and signs through UAE PASS and pays, then the tenant proceeds to DEWA payment if applicable. It requires a valid Emirates ID and UAE PASS for eligible applicants. A newcomer without the required identity credentials should use an eligible authorised property-management/trustee route rather than assume every online option is available. Official Dubai Now workflow.

If you signed but no Ejari exists: you have not completed this part of the move-in process. Obtain the official certificate and ask the managing party which authorised registration channel applies. If the old tenant's Ejari remains open, DLD warns that the next tenancy registration may be blocked until the previous registration is properly cancelled. That's a landlord/management problem to resolve, not a reason to pay an unknown person for a shortcut. DLD's Ejari FAQ.

DEWA next: what happens automatically—and what does not

For an ordinary Ejari rental outside exempt free-zone cases, DEWA receives the registration data and says it will send the new customer a welcome email/SMS, contract account number, refundable deposit amount and payment link. You still need to pay; an automated message does not mean you can assume the utilities are already active.

DEWA says electricity/water supply is connected within 15 working hours of security-deposit payment for the normal move-in service. This is an official service standard, not a guarantee that a last-minute move will have power at a precise time. Do not book a same-hour handover on that assumption. DEWA activation service.

What if the email never arrives? DEWA's own service instructions allow a tenant to use its website or application with the valid Ejari number to proceed with the move-in/payment request. If activation has not occurred after the published service window, the current service page gives 04 601 9999 as the customer-care route.

Exception worth knowing: the Ejari automatic integration is not universal. For specified free-zone premises exempt from Ejari, DEWA says tenants apply directly using its digital channels and their valid tenancy contract. Owners also have separate application requirements. Those cases should not be forced through an inapplicable ordinary tenant path.

Cooling is a separate yes-or-no decision

Some Dubai buildings use a district-cooling provider or a separate billing service in addition to DEWA. Other leases describe an apartment as “chiller-free”, meaning cooling costs are contractually included or paid by another party; that phrase is not proof that electricity, water or every cooling-related charge is free.

There are three materially different outcomes:

What your building/lease saysLikely next move
Cooling explicitly included in rent, no tenant accountNo separate cooling deposit in this hypothetical model, if the written lease and provider arrangement actually confirm it. DEWA is still separate.
Cooling billed to the tenant by a providerRegister with that provider, confirm your documentation, activation charge, separate deposit, tariff basis and account start date.
Agent says “chiller-free” but lease does not specify chargesTreat cooling cost as unresolved, not AED 0. Decide only after getting the contract/billing allocation in writing.

For a real provider example, Emicool's official FAQ lists Ejari, identity documents and bank details for individual tenant registration. It describes its refundable deposit in relation to contracted capacity charges, not a universal AED amount for all of Dubai. An Emicool building is not necessarily an Empower building, and the utility invoice is not automatically your district-cooling invoice. Dubai's cooling regulator distinguishes providers and billing agents.

For a full comparison of a higher-rent “chiller-free” apartment against a lower-rent separately billed unit, our Dubai cooling cost analysis works through annual examples; this article is specifically about the move-in sequence.

What changes at move-out?

A registered lease and utility contract can require different closing actions. DEWA's move-out process asks for a deactivation date, final meter reading, settlement of outstanding bills and a preferred deposit-refund method. Its Ejari-linked route can prompt the tenant when the owner requests registration cancellation, but the tenant still completes the utility settlement. DEWA applies the refundable deposit against the final bill and refunds a remaining balance if one exists.

If cooling is billed in your name, that provider may require its own final bill and account cancellation. Emicool, for instance, describes a final invoice and deposit settlement under its tenant-cancellation process. Returning the keys alone is not proof that separate accounts have been closed. Photograph the empty property and meter readings; keep payment receipts, Ejari details and the manager's acknowledgment of the condition report.

The decision before moving day

A renter whose Ejari is issued, DEWA deposit is paid and cooling payer is confirmed has removed the three biggest administrative surprises. A renter with only a signed lease has not. The number to budget at this stage is AED 2,332.75 in the standard digital-Ejari apartment example, plus whatever the actual lease, cooling provider and moving arrangements require—with the DEWA deposit kept separate from nonrefundable fees.
