Claiming Job-Loss Insurance After Being Laid Off in the UAE

Lost your job in the Emirates? Learn the 30-day job-loss insurance claim deadline, eligibility and documents, plus what to do when the termination record incorrectly says you resigned.

Professional reviewing documents in a Dubai office, illustrating job-separation paperwork; not an actual unemployment insurance claim screen

If your employer has ended your job in the United Arab Emirates, you may be able to claim a temporary monthly payment from the country's job-loss insurance. First check whether your insurance was active for at least 12 consecutive months, that you lost work involuntarily rather than by resignation or disciplinary dismissal, and that you can submit your claim within the usual 30 days after the employment relationship ends. The scheme is called Involuntary Loss of Employment (ILOE)—a government-regulated insurance programme for many private-sector and federal-government employees, not a payment made automatically by your former employer. Do not confuse it with your unpaid salary, final settlement or end-of-service gratuity.

This guide handles the two decisions that commonly go wrong: a straightforward dismissal where the employer's records match, and a dismissal where the termination record says “resigned” or has the wrong date. It is not a way to turn a genuine resignation into an insured dismissal. The insurer applies the actual policy and official records. Check the official scheme FAQ against your own certificate.

Can you claim? Check the basics before collecting forms

The questionWhat the official insurance conditions sayWhat it means for you
Were you enrolled for long enough?Generally 12 consecutive months of insurance subscription without cancellationPaying a single instalment shortly before job loss is not sufficient
Were premiums paid?Premiums must be paid on schedule; a policy may lapse following an extended unpaid periodLook at the insurance certificate and payment/renewal status, not your salary slip alone
Why did employment end?Employer termination for a reason other than voluntary resignation or disciplinary dismissalAn incorrect recorded reason could block the claim; evidence and official correction matter
Are you within the time limit?Generally file within 30 days of the end of employment; the policy has a specific exception related to resolution of a labour complaint referred to courtMark the actual last-employment date and seek insurer/authority guidance immediately if dates or a labour dispute make the deadline unclear
Are you in an eligible worker category? The core scheme covers covered private and federal government employees, with exclusions such as investors working in their own company, domestic helpers, temporary-contract workers, minors and certain pension recipients who returned to workA residence visa alone does not prove your job is insured or that a particular benefit is payable

Being asked to subscribe does not prove that a particular loss will qualify. If you hold a free-zone or another non-standard employment record, use the sector route shown by your own policy—the official submission manual has separate flows for private employees, federal-government employees, and employees not registered with the labour ministry's systems. Do not automatically choose the private-sector cancellation field just because you work for a commercial company.

What might the payment actually be?

The official insurance policy terms calculate a monthly benefit at 60% of your average basic salary during the last six months before job loss, subject to the plan ceiling and entitlement. Your basic salary is not the same as your total pay with housing and transport allowances.

ExampleSix-month average basic salary60% calculationMonthly amount before other eligibility checks
Worker A, category AAED 12,00012,000 × 0.60AED 7,200
Worker B, category BAED 25,00025,000 × 0.60AED 15,000

The published ceilings are AED 10,000 a month for category A (basic salary AED 16,000 or below) and AED 20,000 for category B (basic salary over AED 16,000). A claim can run for up to three months, subject to all conditions; the scheme also applies a lifetime aggregate maximum of 12 monthly benefits. An illustration of AED 7,200 per month is not a guaranteed three-month award; your eligibility, continued unemployment and the insurer's adjudication matter.

Step by step: the ordinary, undisputed dismissal

  1. Find your certificate and policy number. Use the official ILOE website or its customer support to verify active status, exact name, coverage sector, subscription history and payment records.
  2. Check the real end date. Compare your employer's termination letter, employment contract and official work-permit/termination record. Your last office attendance, contractual notice end, residence cancellation and end of labour relationship may have different dates. Don't choose one from memory.
  3. Prepare your documents. The official English/Arabic claims manual lists identity and residence documents, the employment contract, termination/resignation letter, relevant residence cancellation, bank statement, and in particular cases a labour complaint or entry/exit movement report. Some listed documents have exemptions for UAE nationals, Gulf Cooperation Council nationals or Golden Visa holders. The portal will determine which records apply to your sector and profile; don't assert every claimant needs every item.
  4. Apply within the relevant deadline through the ILOE portal/app or official contact centre 600 599 555. The manual shows the route “Submit your claim” → identify the insured worker → confirm the recorded unemployment date/reason → attach supporting files → choose payment method → submit. It also covers a bank transfer or exchange-house payout choice. Use the current live portal and protect identity/financial details.
  5. Keep the submission reference and follow-up requests. The UAE government scheme page describes an insurer response and compensation arrangement within two weeks after submitting a valid claim. This is the published service process, not a promise of approval, especially if documents or termination records are disputed.

Worked case: Fatima has 18 months of continuous paid insurance, basic pay averaging AED 12,000, a dismissal letter and an official end date that match. She gathers the correct documents and submits within 30 days. AED 7,200 is the illustrative monthly 60% amount if all criteria are accepted—she does not assume that having the policy means the insurer has approved the benefit. Her final wages and separate work/residence cancellation checklist are handled independently.

What if the employer's record incorrectly says you resigned?

Do not select “Yes, the date and reason are correct” if they are not. This situation is specifically accounted for in the insurer's own claim manual, section 06. Where the portal shows a cancellation reason/date that you dispute, it instructs you to choose “No”, add remarks and upload supporting documents. That is a route to explain a discrepancy—not permission to falsely label a genuine voluntary resignation as a layoff, and not a guaranteed exception to scheme eligibility.

Worked case: Omar was told in writing that his position was eliminated, yet his employer's work record says he resigned. He should keep the original employer communication and employment documents, point to the mismatch when completing the insurer's allowed “No” + remarks + evidence branch, and request correction through the correct employment authority. If he is a covered private-sector worker under the Ministry of Human Resources and Emiratisation (MoHRE), the official labour-dispute process permits a complaint through the ministry, its app or its labour advisory helpline 80084. A free-zone or government worker may have a different competent employment authority, so must verify their actual channel.

Do not quietly rewrite documents, upload inaccurate statements or wait for a court to decide without checking your insurance claim clock. The insurer's policy makes a specific provision for claims after settlement of a labour complaint referred to the judiciary, but that is not a blanket promise that any unresolved internal complaint pauses or resets the 30-day deadline. Contact the insurer immediately, describe the disputed official end date, ask what filing and evidence the policy requires, and save the response/reference number. If referred to a labour court, follow the lawful labour-complaint process separately.

Documents and errors that can stop a claim

Phone login code will not arriveConfirm the registered mobile number with the official insurer call centre; the manual tells users to contact support to update contact details. Do not share one-time login codes with third parties.
Insurance portal shows the wrong sector or certificateCheck the certificate and the manual's private / federal / non-registered separate pathways; ask the insurer before changing fields or claiming under the wrong category.
A dismissal record says “resignation”Use “No” + remarks + evidence if that official portal question is presented, and separately seek an employer/authority record correction. No approval guarantee.
Portal requests residence-cancellation or travel-movement documentsRead the actual claimant-specific requirements; the manual exempts certain categories for some documents. Ask support which document is required for your sector.
Employer and employee disagree about the end dateCompare termination letter, end-of-notice date, government cancellation and insurer record; do not invent a date simply to meet the deadline.
Payment details mismatchIf choosing bank transfer, enter your actual bank and account-holder data in the official portal; the manual states the system cannot validate all bank fields for you.

Keep immigration, final pay and insurance separate

A worker who loses their job must often address three different systems: the employment relationship and final salary, the right to remain in the UAE and sponsor family members, and this insurance claim. A claim application is not a residence visa, a new work permit, or a guarantee that the insurer will pay. Conversely, a dispute over the employment record must not be used to assume the immigration clock is suspended.

Read what happens to your residence and family after leaving a UAE job, and keep separate evidence for final pay and any employment contract or work-permit question.

Your action today: find the insurance certificate, actual last-employment date and reason, premium history, and written termination proof. If they agree, follow the official claim route without missing the 30-day window. If the dates or reason do not agree, use the insurer's documented dispute/remarks/evidence path and contact the proper labour authority now, rather than signing an untrue confirmation or hoping a later explanation will automatically preserve eligibility.
