Yes, some foreign driving licences can be exchanged in Dubai without the ordinary learner course and driving tests. But the country printed on the licence, your passport nationality and your vehicle class can all change the answer. Dubai's Roads and Transport Authority (RTA) lists licences issued in Britain in an all-nationalities exchange group. Licences issued in Türkiye are also listed, but require a special consular certificate authenticated by the UAE Ministry of Foreign Affairs. A Jersey-issued licence is explicitly excluded by Dubai's current service instructions—even though people may informally call it a “British licence”.
Abu Dhabi uses a different application system. Its government confirms direct exchanges for designated countries through TAMM, and the Estonian embassy documents one specific test-free agreement for Estonian citizens with Estonian motorcycle or light-vehicle licences. The complete current Abu Dhabi country-and-nationality list is not publicly confirmed here; a Dubai approval is not an Abu Dhabi approval.
Which route applies to you?
These are specific examples, not a universal list of approved passports:
| Your situation | Supported conclusion | The decision before you spend |
|---|---|---|
| Indian passport; valid Britain-issued full car licence; Dubai application | Direct exchange route available in principle. RTA lists Britain as open to all nationalities; standard ID, validity, eye-test and administrative requirements still apply. | Use the RTA exchange service rather than signing up immediately for a full driving course. |
| Valid Turkish-issued licence; Dubai application | Exchange route available in principle, with an extra document. RTA requires a Driving Licence Data Certificate from the Turkish consulate or embassy, authenticated by the UAE Ministry of Foreign Affairs. | Budget time and separate, unquoted document costs. Do not assume a same-day swap. |
| Jersey-issued licence; Dubai application | Not eligible for direct exchange under RTA's express exclusion list. Britain and Jersey must not be treated as the same issuing origin. | Resolve a testing/learner application with RTA; do not pay an exchange application assuming “UK = Jersey”. |
| Licence from a country with a nationals-only or class-limited RTA entry | Potentially not exchangeable. The issuing-country name alone does not override a passport or vehicle restriction. | Read your exact row in the official RTA selector. Depending on the restriction, the next route may be tests or training. |
| Estonian passport + Estonia-issued car or motorcycle licence; Abu Dhabi residence | Documented test-free treaty route for Estonian citizens, within its stated categories, after UAE residence. It does not cover every holder of an Estonian licence. | Use the Estonian embassy's linked TAMM application; check original licence and record conditions. |
| Abu Dhabi resident holding a licence accepted in Dubai | Not yet an Abu Dhabi eligibility determination. Its own regulator confirms only designated countries qualify. | Use the TAMM foreign-licence replacement channel, or obtain an individual answer through the official service-support line 800555, before paying. |
The RTA's January 2026 announcement says that 58,082 licences from 57 issuing countries were exchanged in Dubai in 2025. That is a count of completed transactions, not proof that everyone holding a licence from one of those countries is eligible.
Dubai: what the authority will actually look at
The RTA's foreign driving-licence exchange service has different groups of issuing countries. Twenty named origins, including Britain and Türkiye, appear in a group labelled “All countries” under nationality. Other entries restrict exchange to their own nationals or particular vehicle categories. “All countries” here describes the passport-nationality condition, not permission to exchange an invalid licence or add a vehicle class you never held.
Three details make a practical difference:
1. The exact issuing authority matters. RTA lists Britain with no translation and no surrender in its all-nationalities group. It lists Türkiye with the consular/embassy requirement; its general note specifically requires the Driving Licence Data Certificate to be authenticated by the UAE Ministry of Foreign Affairs. RTA also lists Japan and Hong Kong as needing legalised translations. Never copy one country's paperwork list onto another.
2. You need the correct residency and original documents. The service sets out a valid Emirates ID, original valid foreign licence and electronic eye test as its standard core requirements. According to the selected agreement, RTA may require translation, certification or surrender of the original. Where a licence lacks expected security markings, RTA may require consular verification of the licence data.
3. Another emirate's residence visa can change the route. RTA's FAQ says a holder of residence issued elsewhere who has a company branch in Dubai can meet additional Dubai-employment conditions; a person on personal sponsorship issued in another emirate is directed toward exchange in the emirate that issued their residence. Renting a Dubai apartment is not a substitute for satisfying those conditions.
What can you budget for a Dubai exchange?
The RTA publishes two different fee paths in the service. One itemised exchange example is:
| Item in the published example | Cost |
|---|---|
| Opening the traffic file | AED 200 |
| Driving licence issuance | AED 600 |
| Handbook/manual | AED 50 |
| Electronic eye test at the example centre | AED 180 |
| Knowledge and Innovation charge | AED 20 |
| Total for this example | AED 1,050 |
That is AED 200 + 600 + 50 + 180 + 20 = AED 1,050. RTA says the eye test can cost AED 140–180, depending on the centre. If only that item were AED 140 and all other listed items stayed the same, this example would total AED 1,010. Those are calculated scenarios for one published fee path, not competing quotations or a guaranteed AED 1,010–1,050 price band.
RTA also shows an AED 400 service-fee path with different components. Do not assume you can choose the cheaper path: the transaction and applicant category determine which fees apply. Document translation, Turkish consular certification and optional delivery are not included in the table. Neither RTA fee path is a quotation for a full course of lessons and tests.
For an eligible British-licence holder, this provides a real initial budget before optional services. For a Turkish-licence holder, the same RTA fee table cannot establish the final amount, because the required certificate has no verified fixed price here. For a person who cannot exchange at all, this table must not be used to estimate the driving-school bill.
A realistic Dubai application sequence
Once you have residency documents and a valid licence in the relevant class, follow the RTA exchange service: select the exact issuing origin; review the nationality/category, translation and surrender rules; obtain the required approved eye test; submit licence data and the original when instructed; pay the fees for the route actually assigned; and receive the electronic licence or choose an available physical delivery method. RTA's stated quick processing time applies to the service step, not to getting consular documents, satisfying eligibility or booking any required tests.
Two easy mistakes: a licence covering cars does not grant a motorcycle class you do not hold, and an expired original does not satisfy RTA's valid-licence condition. Settle those before purchasing or insuring the vehicle.
Abu Dhabi: what is confirmed, and what isn't
Abu Dhabi Mobility explicitly lists the exchange of foreign driving licences from Gulf Cooperation Council countries and designated foreign countries among its driver services. The application channel is the government TAMM platform using UAE Pass and an active traffic file.
There is at least one independently documented Abu Dhabi example. The Estonian Embassy in Abu Dhabi says Estonia and the UAE signed a licence-exchange agreement on 7 October 2020. It explains that Estonian citizens holding Estonia-issued motorcycle or light-vehicle licences may exchange without theory and practical driving tests after residence is issued, and links directly to Abu Dhabi's TAMM service. That is a specific bilateral agreement, not proof of eligibility for non-Estonian nationals holding an Estonian licence or for different vehicle classes. The applicant still needs to confirm the current TAMM transaction conditions.
That establishes the service and the route, but not whether your particular Britain-, Turkish-, Indian- or other-issued licence qualifies. Neither the accessible regulator overview nor the public TAMM transaction information reviewed for this guide publishes a complete, current issuer × passport-nationality × vehicle-category matrix or a fixed fee for every applicant. A historic bilateral exchange announcement is not a safe replacement for that current decision.
For every other issuing country, the appropriate next step is not to assume refusal—or automatic approval. Before paying a translation provider or buying a vehicle, access the TAMM replacement service with UAE Pass and your actual licence details. If the portal does not explain eligibility or you cannot complete that step, Abu Dhabi Mobility lists service-support number 800555. Give the agent your issuing country, passport nationality, licence class and Abu Dhabi residence/traffic-file situation, and ask whether your route is direct exchange, a test-based route or the ordinary learner process. Ask for the actual required documents and fee before making a nonrefundable commitment.
An important contrast: a Britain-issued licence may qualify for direct exchange under Dubai RTA's all-nationalities group; an Abu Dhabi resident holding that same licence cannot infer their TAMM eligibility or fee from Dubai's table. The correct Abu Dhabi quote is unknown here, not AED 0 or AED 1,050. By contrast, the Estonian embassy describes a bounded Abu Dhabi test-free route for its own citizens. Both examples show why licence origin + passport + class + emirate are needed before buying a car.
If exchange is refused, do you always need the full course?
Not necessarily. In Dubai, RTA's exchange-service FAQ explicitly notes that someone whose recognised foreign licence is not eligible for direct exchange may instead be eligible for a Knowledge Test and Road Test route. This is different from an unconditional, test-free exchange and different from assuming the entire beginner training programme will always be required. The authority's decision must establish which route you qualify for.
The UAE Government's driver-licence guidance describes the ordinary path for residents: open the appropriate local traffic file, take an eye test, undergo the required training and pass the applicable driving tests. That is the fall-back if no exchange or shortened test route is available.
Also separate visitor driving permission from a resident's right to drive. A foreign licence or international driving permit accepted for a temporary visit is not proof it remains sufficient after becoming resident. The vehicle insurer's conditions matter too.
The decision before buying a car
For a Britain-issued full car licence in Dubai, RTA's nationality table provides a real exchange route to pursue; the published example fee is AED 1,050, subject to your actual path. For a Turkish-issued licence in Dubai, the consular data certificate is a material extra step. For a Jersey-issued licence, Dubai's express exclusion means you should plan for a different licensing route rather than rely on a generic UK list. For an Abu Dhabi application, the public information confirms the TAMM service and a limited Estonian treaty example, but not a universal eligibility answer or published all-in fee.
Choose the correct licensing route before you pay for lessons, a translation service or a car. If direct exchange is not available, ask whether the authority offers a test-only option before committing to an entire beginner course. For ways to travel while your licence is being resolved, see the Dubai and Abu Dhabi public-transport guide.
